What to Look for When Choosing a Family City in Ontario
Every family's priorities are different. Here are the key factors we weighted:
π« School Quality
Fraser Institute school rankings, EQAO scores, French immersion availability, special education programs. Halton Region leads Ontario consistently.
π Safety
Crime Severity Index, neighbourhood safety. Halton Region (Milton, Burlington, Oakville) and Ottawa record Ontario's lowest crime rates for major communities.
π‘ Housing Affordability
Can you afford a family-sized home? The difference between Oakville ($1.5M) and Barrie ($730K) is enormous. Budget drives a lot of this decision.
π³ Green Space & Parks
Trails, conservation areas, sports facilities, and recreation centres. Niagara Escarpment access is a major differentiator for west-end communities.
πΆ Childcare & Services
Waitlists, cost, availability of licensed childcare, community centres, libraries, and family-oriented programming. Ottawa leads for bilingual options.
π Commute to Work
GO Train access, highway connectivity. Families often need at least one parent commuting. Milton, Barrie, and Guelph all have GO service.

Premium family cities over $900K:
Milton is Canada's fastest-growing city for good reason β families keep choosing it. The Halton District School Board consistently ranks #1 in Ontario (and top 10% nationally) according to Fraser Institute data. Crime rates are among the lowest in Ontario for a municipality its size. The Niagara Escarpment and UNESCO Biosphere Reserve trails begin at Milton's edge β Kelso Conservation, Crawford Lake, and the Bruce Trail are all within 15 minutes. The GO Train connects parents to Toronto's job market in 55 minutes.
Ottawa is the best major Canadian city for families. World-class schools (Ottawa-Carleton DSB consistently ranks among Ontario's top boards), very low crime for a city of one million, bilingual French/English education options, and the Gatineau Park wilderness accessible in 20 minutes. Museums (most free), the Rideau Canal (skating in winter), and a city designed around livability rather than density make Ottawa exceptional. More affordable than Toronto at $640K average.
Burlington sits at the edge of the Niagara Escarpment on Lake Ontario β beautiful, safe, and family-focused. The HDSB (same as Milton) means top-tier schools. Burlington consistently ranks in Canada's top 5 safest municipalities. Spencer Smith Park on the lakefront is one of the GTA's finest urban parks. Royal Botanical Gardens is minutes away. More expensive than Milton but slightly less than Oakville β the sweet spot of the Halton premium.
Guelph is consistently rated one of Ontario's most livable cities β a genuine community feel anchored by the University of Guelph, beautiful Stone Road trails along the Speed River, and a vibrant independent food and culture scene. The school ratings are strong (Upper Grand DSB performs well), and Guelph has a reputation for being exceptionally safe and family-oriented. GO Train to Toronto takes about 75 minutes. More affordable than Halton Region at $780K.
Waterloo Region is exceptional for families where parents work in tech β Google, Shopify, OpenText, and hundreds of startups mean you may not need to commute to Toronto at all. The school system is solid (Waterloo Region DSB). Housing at $720K is significantly cheaper than the GTA. The ION LRT connects the cities. University of Waterloo's constant innovation gives the region an energetic, forward-looking atmosphere that younger kids grow up immersed in.
Barrie is the right choice for families who want space, lake access, and outdoor recreation without leaving Ontario's 400-series highway orbit. Lake Simcoe is the backyard β beaches, skating on the bay in winter, and boating all summer. Blue Mountain ski resort is 45 minutes away. Schools under Simcoe County DSB are solid. Housing at $730K is significantly cheaper than the GTA with genuine small-city community feel.
Toronto isn't written off for families β it just requires choosing the right neighbourhood. The best Toronto family areas are: The Beaches (east end, lakefront, relaxed), Leaside (top-rated schools, quiet streets), Forest Hill (elite schools, green space), High Park area (park access, walkability), and Etobicoke (more affordable, near waterfront). The trade-off: you need $1.5M+ for a family home in the best areas.
London is Ontario's best-value university city for families β affordable homes at $680K, strong schools, excellent healthcare, and a genuine community. Thames River trails wind through the city. Western University drives a young, educated population. For families where a parent works remotely or in healthcare/education, London offers exceptional quality of life at dramatically lower cost than the GTA.
Kingston is a hidden gem for Ontario families β beautiful Queen's University town on Lake Ontario, excellent schools, very safe streets, and average homes around $580K. The limestone architecture, Fort Henry National Historic Site, and Thousand Islands day trips make it a genuinely enriching place to grow up. Ideal for families where parents work at Queen's, St. Lawrence College, or in healthcare at Kingston Health Sciences.
Hamilton's suburban villages β Ancaster, Dundas, and Waterdown β are among Ontario's most underrated family communities. Nestled against the Escarpment with excellent schools, low crime, newer housing stock, and significantly cheaper homes than nearby Burlington or Oakville. Access to waterfalls (100+ within Hamilton), Bruce Trail hiking, and a 60-minute GO Train to Toronto. Great value alternative to the Halton premium.
