Milton wins on the two factors that matter most for families: school board (#1 in Ontario) and safety (among lowest crime in the GTA). Canada's fastest-growing city by percentage attracts young families who've done the research. The Niagara Escarpment — a UNESCO Biosphere Reserve — begins at Milton's edge. Kelso Conservation Area, Crawford Lake, and the Bruce Trail are all within 15 minutes. The main knock: Milton is a newer, planned community without much established urban character. It's clean, functional, and suburban by design. But for families, that's often exactly the point.
Burlington is the most complete GTA suburb — it has everything Milton has (HDSB school board, low crime, Escarpment access) plus a more established urban character, a beautiful Lake Ontario waterfront at Spencer Smith Park, and the Royal Botanical Gardens next door. Burlington consistently ranks in Canada's top 5 safest municipalities. It costs $80K more than Milton on average, but the lifestyle upside is meaningful — walkable Brant Street village, excellent restaurants, and the Brant street pier are genuinely charming. Best for families who want suburban quality with some urban feel.
Oakville is the GTA's premium family suburb — same HDSB #1 school board as Milton and Burlington, but with a fully developed and genuinely beautiful community. The Oakville waterfront, Sixteen Mile Creek trails, Kerr Street Village, and Downtown Oakville are all excellent. The GO Train delivers to Union in 45 minutes — the fastest Lakeshore West commute after Mississauga. The catch: $1.4M average homes is a significant premium. Oakville is for families who want the best of everything and have the budget for it. It earns every dollar of that premium in school quality, safety, and lifestyle.
Whitby is the standout in Durham Region — the highest median household income ($112K) and lowest crime of any Durham community, with a beautiful Lake Ontario waterfront and a revitalised Dundas Street downtown. Schools consistently outperform the Durham board average. At $820K average, it's $100K cheaper than Milton while still maintaining excellent safety and quality. The 55-minute GO Train is fast and frequent. Best choice for families who want Durham Region's affordability but aren't willing to compromise on safety or community quality.
Mississauga is technically GTA (not a suburb in the traditional sense) but it functions as one for many Toronto workers. Its 30-minute GO Train from Port Credit or Clarkson to Union is the fastest commute of any community outside Toronto proper. Port Credit is one of Ontario's finest lakefront villages. The food scene — particularly the South Asian and multicultural corridor — is world-class. Schools are solid (Peel DSB, top 15 in Ontario). At $975K average it's expensive for what it is vs Halton Region options, but the commute convenience is genuine.
Ajax is the GTA's best-value suburb with genuine GO Train access. At $720K average, it's the most affordable community in the GTA with a fast, frequent GO commute to Toronto (50 min). The Ajax Waterfront Park on Lake Ontario is a genuine gem. West Ajax is safe and family-friendly. Schools under DDSB are adequate, not exceptional. The trade-off vs Whitby: slightly lower community polish and slightly more property crime in some areas. But for first-time buyers or growing families maximising space, Ajax delivers remarkable value.
Markham, Oshawa, Brampton & Vaughan
Markham has excellent schools (York Region DSB consistently strong), very low crime, and a large East Asian community that drives a genuinely excellent food scene. The challenge: no GO Train direct to Union (buses only — 45+ min). Transit investment is coming but it's car-dependent today. Best for North Toronto workers or those with local employment in Markham's substantial tech and financial district.
The most affordable Durham option. $630K average homes and a 60-min GO Train make it compelling for the budget-conscious. Ontario Tech University is driving economic diversification. The main challenge: crime is higher than Whitby or Ajax, and neighbourhood research is essential — north and east Oshawa are notably safer than older central and south areas.
Brampton has the fastest GO Train of any city outside Mississauga (45 min) and excellent cultural diversity — one of Canada's most vibrant South Asian communities. But at $1.0M average, crime above GTA average, and limited local employment, it offers poor value vs comparable-priced Burlington or Ajax. North Brampton is significantly safer and more family-friendly than south Brampton.
Vaughan has good schools and low crime but extremely poor transit (TTC subway at Vaughan Metropolitan Centre is the only rapid transit option), and $1.15M average homes puts it at a severe value disadvantage vs Oakville or Milton for similar family outcomes. Best for families needing Vaughan/North York employment who don't commute downtown.

The Halton District School Board (HDSB) is Ontario's #1 school board by Fraser Institute rankings — and all four Halton Region municipalities access it. If school quality is non-negotiable, live in Halton Region. Choose by budget: Milton ($920K, most affordable), Burlington ($1.0M, best balance), Oakville ($1.4M, premium). Markham and Vaughan (York Region DSB) are the next best options at A-grade school quality.
Burlington and Oakville consistently rank in Canada's top 5 safest municipalities with crime rates among the lowest of any major communities in Ontario. Milton and Whitby are also exceptionally safe. All four are well above average for the GTA. If safety is your absolute priority, any Halton Region suburb delivers — Burlington edging out Oakville only because the data is marginally stronger.
Ajax ($720K, 50-min GO Train) gives the most home per dollar with genuine Toronto job access. Whitby ($820K) gives better safety and community quality for slightly more. Milton ($920K) is "expensive" compared to Durham but outstanding value for the school board and safety quality you receive. Oshawa ($630K) is the cheapest with GO access but requires more neighbourhood caution.
For the shortest daily commute, Mississauga Port Credit / Clarkson GO stations deliver Union in 30 minutes — unbeatable. Oakville and Brampton reach Union in 45 minutes. Ajax, Milton, and Whitby all hit Union in 55 minutes consistently. Frequency matters too: Lakeshore East (Ajax, Whitby) and Lakeshore West (Mississauga, Burlington, Oakville) have the most frequent peak service. Milton Line frequency has improved but still runs less often than Lakeshore lines.
Burlington offers the best overall lifestyle in the GTA suburbs — Lake Ontario waterfront (Spencer Smith Park), Royal Botanical Gardens, a walkable Brant Street village, excellent restaurants, and Escarpment access. Oakville is more polished (Kerr Village, downtown Oakville waterfront) but at a higher price. Port Credit in Mississauga is one of Ontario's finest lakefront communities. For outdoor-specific lifestyle, Milton's Escarpment access and Hamilton's waterfalls are unmatched.
