Milton, Ontario Canada's Best Family City

Milton is consistently rated Canada's best family city and the data supports it. The Halton District School Board (HDSB) is Ontario's #1 performing school board — year after year, EQAO scores, graduation rates, and university acceptance rates lead the province. Crime Severity Index of 28 makes Milton one of Canada's safest cities. GO Train provides direct Toronto access (45 min to Union). Escarpment trails and conservation areas for outdoor family activities. The limitation: $920K average homes require significant household income for homeownership.

Ottawa, Ontario Best Balance of Everything

Ottawa is Canada's best family city for balance — excellent schools (OCDSB and OCSB are both very strong, with full French immersion and English options), very safe (CSI 36), free world-class museums (children grow up with the National Gallery, Museum of Nature, and War Museum as backyard), Gatineau Park for hiking, cycling, and skiing, and $640K average homes significantly cheaper than Toronto. Federal government employment provides family-friendly hours and pension security. The Glebe, Barrhaven, and Kanata are excellent family neighbourhoods.

Calgary, Alberta Best for Tax + Family

Calgary is the best family city for those prioritising financial foundation. 0% provincial tax means $7,500–$12,000/year more income for school activities, sports, camps, and education. $580K average homes allow family homeownership on dual incomes of $120K+. The Calgary Board of Education (CBE) and Calgary Catholic (CCSD) are solid — not Ontario's top HDSB, but very good. South Calgary suburbs (Tuscany, Evergreen, Woodbine, McKenzie Towne) are safe, family-oriented, and well-planned. Banff 90 minutes — children grow up with world-class mountains as their playground.

Québec City, QC Best if French-Speaking + $10/day Childcare

For French-speaking families, Québec City is extraordinary. Canada's safest major city (CSI 27), $390K average homes, and $10/day regulated childcare that saves $15,000–$18,000/year vs Ontario rates. Children grow up in a UNESCO heritage city with extraordinary cultural richness. $10/day childcare is constitutionally embedded in Quebec culture and effectively permanent. The main barrier is French — daily life and school are conducted in French; without French, integration is very difficult.

FAQ

Best Canadian Cities for Families

It depends on what you prioritise. For school quality: Milton (HDSB #1 in Ontario) or Burlington/Oakville (same HDSB). For balance of schools + affordability: Ottawa. For financial foundation (0% tax + affordable homes): Calgary. For childcare cost ($10/day): Québec City. For outdoor lifestyle with children: Collingwood or Calgary. Toronto ranks poorly for families — average schools (TDSB), high crime relative to GTA suburbs, and prohibitive housing costs.
Calgary is better for most families. South Calgary suburbs (Tuscany, McKenzie Towne, Evergreen) are significantly safer than equivalent Toronto areas. Schools are very good — not Ontario's top HDSB level but strong. 0% provincial tax creates $7,500–$12,000/year more income for RESP contributions, sports, camps, and family activities. $580K homes vs $1.15M in Toronto means dramatically less mortgage stress. Banff 90 minutes gives children world-class outdoor experiences. The only area where Toronto wins: if your children's career ambitions specifically require Toronto's cultural ecosystem (entertainment, arts, high finance).
$10/day (currently $9.10/day) childcare through Centres de la petite enfance (CPEs) is available to all Quebec residents regardless of income. The challenge is availability — CPE spots have waitlists in some areas, and some families use slightly more expensive subsidised private daycares (~$12–$15/day) while waiting. The overall childcare cost in Quebec is still dramatically lower than any other province. Families with children under 5 moving to Quebec should register for a CPE spot immediately upon establishing residency.
